The Patronato Nacional de la Infancia
is the governing institution on the rights of children and adolescents. It was created on August 15, 1930 at the initiative of Professor Luis Felipe González Flores. Its creation is defined in article 55 of the Political Constitution of 1949, which states that "The special protection of the mother and child will be in charge of an autonomous institution called the National Children's Trust, with the collaboration of other State institutions.
